Habitability certificate

How we obtain your habitability certificate in Mallorca

With us, a habitability certificate (cédula de habitabilidad) in Mallorca costs from €229 for a renewal and from €362 por carencia, including IVA (Spanish VAT) and the Consell's fees. The Consell has a month to issue it. After a new build or a full renovation there is no longer a first-occupation cédula: we apply for the licencia de primera ocupación (first-occupation licence) at the town hall. Send us your cadastral reference for a fixed quote within 24 hours.

The cédula certifies that a home meets the minimum conditions for living in it. It is issued by the Consell de Mallorca and is valid for 10 years. After a new build or a full renovation, the licencia de primera ocupación (first-occupation licence) is requested from the town hall instead of the cédula, and we handle that too. We take care of everything: the visit, the technical certificate, the application and, if the home falls short, the work to bring it up to standard. If you also need an energy certificate in Mallorca, we do it during the same visit.

  • Renewal of an expired cédula
  • First-occupation licence after a new build or full renovation
  • Cédula por carencia for homes built before 1987
  • Visit and certificate from our technical architect
  • Application to and follow-up with the Consell de Mallorca
  • Palma council certificate, when required
  • Fixing what falls short: electrics, ventilation, bathroom
  • Energy certificate during the same visit

What we guarantee

Why get your cédula with Greenox

An agency tells you whether your home passes. We also put it right if it doesn't, with our electrician in Palma de Mallorca or, if more is needed, a flat renovation.

  • If it falls short, we fix it

Ventilation, extraction, sockets, bathroom or kitchen: the same team that signs the certificate takes care of the work.

  • Fixed price with fees

What you sign is what you pay: visit, certificate, Consell fees and paperwork, with no extras at the end.

  • Planned around your date

Tell us when you sign at the notary or when the tenancy starts, and we schedule the visit and the application to fit.

  • Without being on the island

You leave us the keys or we meet your estate agent, and we keep you informed in Spanish, German or English.

Good to know

What you need the cédula de habitabilidad for

The Balearic Housing Act (Ley 5/2018 de la vivienda de las Illes Balears) requires it in three situations. It's best to have a valid one before you're asked for it, because the process takes weeks.

To live in the home or rent it out

The cédula is compulsory to occupy or rent out a home, except where the licencia de ocupación or de primera utilización (occupancy or first-use licence) takes its place (art. 16.1).

To get electricity and water connected

Electricity, water, gas and telecoms companies have to ask for a valid cédula, or the licencia de primera ocupación (first-occupation licence), before signing a permanent contract (art. 16.3). If you're also asked for the boletín (electrical certificate), we do it.

To sell or rent out

Every sale, rental or transfer of use must include a copy of the valid cédula. If there isn't one, this must be stated expressly in the contract or in the notarial deed (art. 16.4).

Every 10 years

The cédula is valid for 10 years and is then renewed. Ten years after a first-occupation licence, a renewal cédula is also needed. If the home stops meeting the minimum habitability conditions, the cédula is revoked (art. 16.5).

Sources (in Spanish): Ley 5/2018 de la vivienda de las Illes Balears, art. 16 (consolidated text, in force since 14/12/2024); Ley 7/2024, art. 53 (the first-occupation licence replaces the first-occupation cédula); Ajuntament de Palma (Palma city council), Urb.02 (28/04/2025) and Obras.08, licencia de primera ocupación (07/07/2026); 10-year validity under Decreto 145/1997 and a maximum processing time of one month according to the Consell de Mallorca procedure sheet. Updated: October 2026.

Questions and answers

Frequently asked questions about the habitability certificate in Mallorca

Can't find your question? Message us on WhatsApp and we will answer in Spanish, German or English.

How much does the habitability certificate cost in Mallorca?
With us, the cédula in Mallorca costs from €229 to renew it and from €362 por carencia, including IVA and the Consell's fees, with a fixed price within 24 hours. One agency advertises it from €135, IVA included: check whether that covers the visit, the certificate, the fees and fixing anything that falls short. In Palma, a cédula por carencia also needs a council certificate with a fee of €52.88. After a new build or a full renovation, you apply not for a cédula but for the licencia de primera ocupación (first-occupation licence).
What are the requirements for the habitability certificate in Mallorca?
The home has to meet the minimum conditions of Decreto 145/1997: minimum floor area for rooms and bedrooms, ventilation, a bathroom and a kitchen with their installations, and water, drainage and electricity connections. If any work was done without a licence, it's worth reviewing it before applying. Our technical architect checks all this at the visit and tells you whether it passes or what needs fixing.
How do you get a habitability certificate, and how long does it take?
A technician visits the home and signs a certificate stating that it complies; with it, the application is filed with the Consell de Mallorca, which has a month to issue the cédula. Agencies estimate 2 to 6 weeks in total for a renewal and 4 to 8 weeks por carencia. After a new build or a full renovation, the licencia de primera ocupación (first-occupation licence) is requested from the town hall instead, with a legal deadline of one month. If you have a notary or contract date, tell us in your first message.
How do I renew an expired habitability certificate?
With a technical visit, the certificate and a renewal application to the Consell de Mallorca, provided the home hasn't changed since the last cédula. While it's expired, it can hold up a permanent electricity or water connection, a sale or a rental. If you've done a full renovation or an extension in the meantime, renewing is no longer enough: you need the town hall's licencia de primera ocupación (first-occupation licence), and we tell you which documents you'll be asked for.
What is a cédula de habitabilidad por carencia?
It's the cédula for homes completed before 1 March 1987 that have never had one. You have to prove the age of the home, that there is no outstanding planning breach (infracción urbanística) and that it meets the minimum conditions. In Palma, the Ajuntament (city council) first issues a certificate for it, with a fee of €52.88 and a one-month timescale. We handle both procedures, the council one and the Consell one.
Can you sell a house without a habitability certificate?
Yes, you can, but the Balearic Housing Act (Ley 5/2018 de la vivienda de las Illes Balears) requires the deed to state expressly that there isn't one. What gets complicated is everything else: without a cédula, the buyer can't sign permanent electricity and water contracts or rent the home out, and that can put buyers off. That's why it's worth applying for it before you put the property on the market.
Is the cédula de habitabilidad the same as the first-occupation licence?
No, but after building work the licence takes its place. Since 14 December 2024, in the Balearic Islands the licencia de primera ocupación (first-occupation licence) has replaced the first-occupation cédula (Ley 7/2024, art. 53): it is granted by the town hall, which checks the work and confirms that the home is habitable. The Consell de Mallorca's cédula still exists for renewals, after 10 years, and por carencia for homes built before 1987. If we do your building work, we apply for the licence ourselves.
Do I need the cédula and the energy certificate? How much do they cost together?
To rent out you need both: a valid cédula de habitabilidad, or the first-occupation licence for a new home, and the energy performance certificate required by Real Decreto 390/2021. To sell, the energy certificate is compulsory and the cédula highly advisable: if there isn't one, this is stated in the deed. Both can be prepared during the same visit. We give you a combined fixed price, including IVA and fees, within 24 hours. More information on our energy certificate in Mallorca page.
