Commercial and restaurant fit-out in Palma: what we do

A commercial and restaurant fit-out in Palma involves two timescales: permits and building work. If the work doesn't touch the structure or change the use, a comunicación previa (prior notice to the council) lets you start after 15 calendar days; in the old town or a listed building, you first need heritage approval (Patrimonio). A licencia urbanística (building licence) has a legal deadline of 3 months, but was taking 9 to 12 months in early 2026. A restaurant fit-out takes about a month (Habitissimo, 2026).

We fit out premises for restaurants, bars, shops and offices, from a bare shell to a new look for a business that is already trading. Our team does the building work and installations, and our architect in Mallorca prepares the project and the technical documentation your business needs to open.

  • Layout, bar, dining room, toilets and accessibility
  • Commercial kitchen with extraction and smoke flue
  • Soundproofing to avoid complaints from neighbours
  • New electrical installation and an increase in contracted power
  • Air conditioning and ventilation sized for your capacity
  • Activity project (proyecto de actividad), permits and final certificate
  • Façade, sign and shop window
  • Technical check before you sign the traspaso (lease takeover)

Prices 2026

How much does a shop or restaurant fit-out cost?

National benchmarks for restaurants, published in 2026. In a shop or office with no kitchen or smoke extraction, the installations weigh less in the budget. You get your fixed, itemised price after the visit.

Step by step

From checking the premises to opening day

Book a free visit to your premises
  1. Check before you sign

We look round the premises with you: structure, installations, available power and where the smoke flue could run. So you negotiate with facts.

  2. Project and fixed quote

Plans, activity project, schedule and an itemised price. Anything not included is set out in writing.

  3. Permits

We file the comunicación previa (15 days; in the old town, after heritage approval) or apply for the licence (3 months by law, 9 to 12 in practice).

  4. Building work and installations

A site manager coordinates the whole team. A restaurant fit-out takes a month on average; yours goes into the schedule in the contract.

  5. Certificate and opening

At the end, the technician issues the final certificate and the declaración responsable (signed declaration) to start the activity is filed. We stay with you until you open.

What we guarantee

What we take care of so you open on time

With commercial premises, every week of delay is rent with no income. That is why we plan the building work and the paperwork together.

  • Signed opening date

The works schedule and the opening date go in the contract. If a permit is delayed, we tell you before it costs you money.

  • Kitchen and smoke extraction

Hood, extraction and duct up to the roof, designed to meet the regulations and not to disturb the neighbours.

  • Acoustics

We insulate ceilings, walls and machinery so that the music and kitchen noise stay inside the premises.

  • Power and consumption

The kitchen, cold rooms and air conditioning use a lot of power. Our team of electricians in Palma calculates the power you need, applies for the increase and chooses efficient equipment.

  • Work outside your opening hours

If the business stays open, we work on your closing days or area by area, always within the noise bylaws.

  • Fixed price and a 5-year guarantee

You know what the work costs before you sign the lease or the traspaso, not after. You pay as the work progresses, 10% at most when it starts, and you have a 5-year written guarantee.

Good to know

Permits to refurbish and open premises in Palma

The works and the activity are two separate procedures, and it pays to run them in parallel. This is the usual route in Palma; timescales differ in other municipalities.

Comunicación previa: 15 days

For works that don't touch the load-bearing structure, don't extend, don't change the use and redistribute up to 60% of the floor area. You can start 15 calendar days after filing it. In the old town (centro histórico) or in a listed building, you first need heritage approval from the Consell de Mallorca (Patrimonio) and, for some works, a report from the old town committee (Comisión de Centro Histórico).

Licencia urbanística: 3 months by law

If the work touches the structure, extends the premises or changes their use, you need a licence with a project. The legal deadline for a decision is 3 months; through the standard procedure it was taking 9 to 12 months in early 2026.

Activity project before the works

If the works are linked to a new or existing activity, the activity project is filed with the Ajuntament (city council) before the building and installation work begins.

Starting the activity

Once the work is finished, the declaración responsable to start and carry out the activity is filed, together with the technical certificate. The fee depends on the floor area, the street category and the type of activity.

Questions and answers

Frequently asked questions about shop and restaurant fit-outs

Can't find your question? Message us on WhatsApp and we will answer in Spanish, German or English.

How much does it cost to refurbish a shop or a restaurant?
It depends on the condition of the premises and the type of business. As a national benchmark, Habitissimo puts a restaurant refurbishment at around €500/m² on average and €10,000 to €60,000 in total (June 2026). In a shop or office with no kitchen or smoke extraction, the installations weigh less in the budget. You get your fixed, itemised price after the visit.
Is it possible to refurbish without closing the business?
Yes, in many cases. We work area by area, on your closing days or outside service hours, and leave until last anything that means closing, such as the kitchen or the dining room floor. We always respect the noise bylaws, which in Palma's tourist areas restrict the hours for noisy work from May to October.
Which works need a licence, and who applies for it?
In Palma, works that don't touch the load-bearing structure, don't extend, don't change the use and redistribute up to 60% of the floor area go through comunicación previa; everything else needs a licencia urbanística with a project. In the old town or in a listed building, prior heritage approval from the Consell de Mallorca (Patrimonio) is also needed. If the premises will host an activity, the activity project is filed before work starts. We prepare and submit it all.
What IVA (Spanish VAT) applies to refurbishing commercial premises?
21%. The reduced 10% rate only applies to renovation work on homes, not on commercial premises. If your business charges IVA on its sales, you can normally deduct the IVA on the work. Check with your accountant before signing the quote.
Where can the smoke flue run, and what does the community of owners have to approve?
A kitchen's smoke extraction usually rises through a duct to the roof of the building. If it runs across the façade, the courtyard or the roof, which are common elements, you normally need the agreement of the community of owners. We check the route before you sign the lease and help you prepare the proposal for the junta de propietarios (owners' meeting).
Can you check the premises before I sign the traspaso or the lease?
Yes. We visit the premises with you and check the structure, the wiring, the contracted power, the ventilation and whether there is a possible route for the smoke flue. We give you an estimate of the work and the timescales, so you can negotiate the traspaso or the lease knowing what it will cost and when you can open.
How much electrical power does a restaurant need?
It depends on the kitchen, cold rooms, air conditioning and oven, so we calculate it with your actual equipment. If the contracted power isn't enough, we apply for the increase with the distribution company. It's best to request it at the start of the project, not at the end, so the power supply doesn't delay the opening.
How do you prevent complaints from neighbours about noise and smells?
With soundproofing on ceilings and walls, machinery on anti-vibration mounts, filtered extraction and a properly sized smoke flue. We define this in the activity project before work starts, because fixing it once the premises are open costs much more and may force you to close.
