Communities of owners

Renovation for communities of owners in Mallorca: what we do

Renovation for communities of owners in Mallorca starts with a quote the junta de propietarios (owners' meeting) can compare. Maintenance work required by law, for example after an unfavourable IEE (building inspection report), is mandatory and needs no prior agreement. Energy-efficiency work is approved by a simple majority if its annual cost, after grants, does not exceed twelve monthly community fees.

Are you an administrador de fincas (building administrator)? Call +34 694 91 56 14 and ask for Dr. Lennart Jünemann, or email info@greenox-group.es for our insurance certificate and documentation. We work for the community and its administrator. We handle roofs, light wells, downpipes, entrance halls, accessibility and shared solar power. If it's the façade you need, you will find everything under façade renovation in Mallorca. One site manager and everything in writing.

  • Itemised quote, easy to compare with other offers
  • Cost per home based on each owner's ownership share
  • One-page summary for the meeting notice
  • Work required by an unfavourable IEE
  • Roof, light wells, downpipes and entrance hall
  • Solar panels and shared self-consumption
  • Grant applications and proof of spending for the community
  • Public liability insurance and safety plan, in writing

Step by step

From first contact to finished work

This is how we support the administrator and the owners' meeting, step by step.

Book a free technical visit
  1. Technical visit

We inspect the building with the administrator or the community president, and the IEE if you already have one. Free and with no obligation.

  2. Quote for the owners' meeting

Itemised quote, cost per home, schedule and possible grants, plus a one-page summary for the meeting notice.

  3. Agreement, permits and grants

Once the owners' meeting agrees, we file the comunicación previa (prior notice to the council) or apply for the licence, and we apply for the grants.

  4. Works with notice to residents

A site manager coordinates the whole team. We give notice before each disruptive phase and send a weekly summary.

  5. Handover and documentation

Final inspection with the administrator, completion certificate and everything needed to claim the grants and certify the IEE work.

What we guarantee

A quote the owners' meeting can understand and compare

The administrator usually brings several offers to the meeting. Ours is built for comparison, so nobody gets a surprise with the derrama (special levy).

  • Comparable line items

Every item with quantities, price and materials, plus a list of what is not included. So it can be compared with other offers without guesswork.

  • A clear special levy

We work out the cost per home according to ownership share and propose payments by finished stages of work, not up front. A worked example, not a price: €60,000 across 12 homes with equal shares is €5,000 per home, in three payments of about €1,667.

  • Paperwork for the administrator

Public liability insurance certificate, health and safety plan, works permit, schedule and a 5-year written guarantee, before work starts.

  • Residents kept informed

Scaffolding schedule, notice before each disruptive phase and a weekly summary with photos for the community.

  • Grants included

We check which grants the community can apply for, and prepare the application and the final proof of spending. All the calls for applications are under grants and subsidies in the Balearics.

  • Energy that lowers community costs

Solar panels for the stairwell, lift and water pump: lower shared costs every month.

Good to know

IEE, majorities and grants for communities in 2026

A practical summary with the source for each fact. It does not replace legal advice from your administrator.

IEE in Palma

In Palma, every building files the inspection report every ten years, following a timetable based on the year of construction. If it is unfavourable, the licence must be applied for by June of the following year at the latest. Failing to file it means fines of €90 to €1,050. Tell us the year of construction and we'll tell you when your building is due.

Majorities at the owners' meeting

Mandatory maintenance: no prior agreement needed. Efficiency and renewables for common use: simple majority, if the annual cost after grants does not exceed twelve monthly fees. Renewables for those who want them: one third, and only those who vote in favour pay.

Next Generation: completion only

Building refurbishment grants are closed in the Balearics, but the deadline to finish work already granted has been extended to 30 June 2028. If your community has been awarded the grant, we carry out the work.

Open and new grants

The community can apply for the Factor de Insularidad, a Balearic government scheme, for solar panels, heat pumps, batteries and charging points until 28/02/2027. The Plan Estatal de Vivienda (State Housing Plan) 2026‑2030 provides up to €20,500 per home for energy refurbishment, once the Balearic government publishes the call for applications.

Questions and answers

Frequently asked questions from communities and administrators

Can't find your question? Message us on WhatsApp and we will answer in Spanish, German or English.

What majority does the owners' meeting need to approve the work?
It depends on the type of work. Maintenance work required by law or by the Ajuntament (city council) is mandatory and needs no prior agreement. Energy-efficiency or renewable work for common use needs a simple majority of owners and of ownership shares, if the annual cost passed on to owners, after grants and financing, does not exceed twelve ordinary monthly fees. Your administrator will confirm your specific case.
What grants and subsidies are there for communities of owners in 2026?
Right now, mainly the Factor de Insularidad: the community can apply for help with solar panels, heat pumps, batteries and charging points until 28 February 2027, first come, first served. The Next Generation building refurbishment grants no longer accept applications; only the deadline to finish works already granted was extended, to 30/06/2028. At the visit we tell you what suits your building.
What IVA (Spanish VAT) applies to work for the community?
10% for renovation and repair work on residential buildings when the client is the community of owners, the building was completed at least two years ago and the materials we supply do not exceed 40% of the taxable base. If the Congreso (Spanish parliament) ratifies Real Decreto-ley 29/2026, from 1 December 2026 payment by card, bank transfer, a cheque made out to a named payee or a payment into a bank account will also be required. Its predecessor, Real Decreto-ley 26/2026, was rejected by the Congreso and repealed (BOE of 2 October).
Does my building in Palma need an IEE, and what happens if it is unfavourable?
Yes. In Palma every building files the inspection report every ten years, following the Ajuntament's timetable by year of construction. If it is unfavourable, the community must apply for a licence for the work by June of the following year at the latest. We help you turn the report into an itemised quote and meet the deadline.
Can the derrama (special levy) be paid in instalments?
Yes. We propose payments by finished and checked stages of work, not one large payment at the start, and give you the cost per home according to each owner's ownership share so the owners' meeting can agree the instalments. If the community takes out a loan or applies for a grant for energy-efficiency work, that decision can also be taken by simple majority.
Solar panels for the community: who pays and how is the energy shared?
There are two routes. If the installation is for common use, for the stairwell, lift or pump, it is approved by simple majority within the cost limit and the whole community pays. If it is for the neighbours who want to join, one third is enough, and only those who vote in favour pay. How the energy is shared is set in the self-consumption agreement. More details under solar panels in Mallorca.
How long will the scaffolding be up, and how do you keep residents informed?
The weeks of scaffolding for each phase and the removal date are in the works schedule we present to the owners' meeting and in the contract. Before each disruptive phase we give notice with signs in the entrance hall and through the administrator, and every week we send a summary with photos. In tourist areas, noisy phases follow the summer time restrictions.
What documentation do you give the building administrator?
Itemised quote, cost per home, schedule, public liability insurance certificate, health and safety plan, and a copy of the comunicación previa or the licence. At the end, the completion certificate and everything needed to claim the grants. For owners who don't speak Spanish, we explain the derrama in their own language (Sonderumlage in German, special levy in English), with the cost per home.

Request the quote for your owners' meeting

We visit the building with the administrator or the president and give you an itemised quote, with the cost per home, ready for the meeting notice. Tell us the number of homes and, if it's set, the date of the owners' meeting. Administrators can reach Dr. Lennart Jünemann on +34 694 91 56 14 or at info@greenox-group.es.
